Keys to Literacy provides a planning model for developing long-term literacy plans that include tiered instruction. Beginning with the creation of a literacy planning team to represent the major stakeholders in the school/district, Keys to Literacy consultants guide a school/district through a planning process that is organized into several stages, including initial training of the planning team, self-assessment, action planning, and development of a final plan (as well as sustaining the plan over time). During the self-assessment and action planning stages, eight components are addressed:
